Just a data point: Here at work we're building a board that has
overlapping mounting holes to accommodate the different metal frames
onto which we bolt it. I don't know if our board manufacturers like
this very much, but it seems to work. So you probably want to provide a
way of overriding the check for minimum spacing.
[Hmm actually no, the overlapping holes are a bug in our layout, but
maybe it's still a valid use case.]
