That's what I do for gnucap.  The development snapshots have 
version numbers that look like dates.  The "stable" versions 
have a major.minor numbering system.  I discourage binary 
packaging of development snapshots, but do not enforce it.

I figure that development shapshots have a higher risk, and 
anyone using it should realize this, and compile it themselves.  
This is especially true with recent versions, gradually moving 
to a plug-in system.

Sometimes a development snapshot deliberately has some high risk 
code, because I want feedback on it.

A while back I considered recommending a development version 
when 0.34 was too old, 0.35 was not ready, and the development 
version was a clear improvement.  Such cases are rare.
