Peter C smacks forehead against wall and re-writes the configure tests
_properly_.

As some of the functions we test for are macros, the simplest way to do
this (aside from just testing for guile 1.6.x), is to use AC_CHECK_DECL
with the argument of [#include <libguile.h>].

I'll push the fix shortly.
