It has been a while, and even then I wasn't sure what the usage
limitations were.
But,
If I remember correctly access to the OA libraries was only available
after a paper application and even then you were only granted access
to old versions of the libraries. In addition no one would be able
to use any software you developed unless they went through the same
process.
Perhaps I am mistaken, or perhaps things have changed since that last
time I checked.
Personally I thought OA looked very promising.
