gEDA-dev: pcb gerber HID versus gerbv w.r.t. empty layers

Hi all,

FYI, I submitted a patch for the gerber HID to export all layers
(feature request # 1830064 by David Griffith, patch # 1833934).

This one comes with a warning: gerbv doesn't load empty layers (not one
single aperture present) very well.

This can be solved in two different ways:

1) Teach gerbv how to handle empty files,

or

2) Teach the pcb gerber HID to add at least one (dummy) aperture to the
file.

It could be wise to allow for both solutions.
