gEDA-dev: gxyrs pushed to git

Hi all,
I just pushed this new util and its test suite to git.

There is no documentation right now, other than the test suite and the
(hopefully self-explained) gxyrs.pm perl module, which is the core of
this new util.

For those who doesn't know about this, it's a perl module and a perl
script which makes XYRS file processing easier. It allows to change
strings, add offsets, rotate... etc components just by writing some
change rules and pattern matching.

I'll add some documentation about this new util to the wiki page.
