My opinion only, of course, but you are probably in the minority.
Most folks who run Windows aren't up to the challenges of installing
and running Cygwin, so my opinion is that one shouldn't devote too
much space to that particular topic. Those who *can* run Cygwin will
find out how to run on Windows by reading the gEDA Project docs.

I can't and won't tell you not to edit a Wikipedia article.  It's open
to everybody to edit, as you know.

However, if you do edit it, my request is that it remain balanced.
That is, since gEDA is primarily a Linux app, I'd like the amount of
text devoted to Linux to be at least as large as any Windows
discussion.

Also, be aware that a large amount of text devoted to
Windows work-arounds looks bad for the project.  Why open the subject
in the first place?  Better to only say a few truthful words about
gEDA on Windows, and then move on to some other subject.

If you are chomping at the bit to write documentation about
cross-OS possibilities for using gEDA, why not write it on the gEDA
Project's wiki, and then put a reference into the Wikipedia article 
pointing to that page on the gEDA wiki?
