For my two pece worth in this discussion,
PCAD handles the power pin mapping data by having a '.FIL' file
which is used by the transfer program when going from schematic
to PCB, (I use PCAD 4.5, which is now very old but works OK)
This way parts like a 7404 (and its variants) have a line like this
7404 4 7404.prt vcc=14,gnd=7 7404.sym
thus you get a mapping for the symbol to part, where the power
pins are, what nets they connect to, and how many symbols map to
the part.
any definitions of the vcc/gnd net on the schematic are mapped in
as well.
