I believe the simple case you have described should be an error, flagged,
and ask the user for resolution.  I always strive to keep net names the
same across schematics and heirarchical boundries, so a one name per net
rule is fine with me.  The only place I find this a pain is integrating
schematics from several sources, and there the problem can usually be
solved by judicious use of heirarchy.
