We should ask those who submit bug reports to include GPL notices.

I think it should be done, even if for now you just have a catch-all
chapter that covers the issue. I would really like to see these reports
I'm getting included in the permanent collection. If we get a test that
causes ivl (or ivlpp) to fail, then that test should be considered
precious and placed in a permanent collection.
