And, on a distantly-related note, Debian won't allow anything like
that to happen automatically. For example, if there was a
geda-symbols-xilinx package which needed to change a configuration file
owned by geda-symbols or geda-gschem, it couldn't do it automatically.

Simply because the admin should be allowed to do whatever they want
with the configuration file, and other packages shouldn't change
that automatically.
