OK, I did make a double-error. This is what macrocell CELL23 should look
like. Notice the order of the config fuses is changed, and the sense of
blown/intact switched.

  macrocell CELL23 {
	config_fuses {5809 5808}

	PIN23;
	enable OE23;

	mode 0 {register  invert}
	mode 1 {register        }
	mode 2 {          invert}
	mode 3 {                }
  }

I'll change the entire PA file.

I don't want to over-engineer this. We are talking about a relatively
obsolete technology here:-) Also, the principal goal here is to support
synthesis/fitting. ipaledit and ipalrev are intended as debugging aids
in support of fitting.

Any ideas that improve the flexibility of these tools without hurting
synthesis/fitting will be entertained. Those that improve synthesis
will be eagerly studied.
