In Cadence tools, there is a special layer/purpose ,
"instance/drawing". This is very useful. It works
like this:

If there is no instance/drawing data inside an
instance, the selectable area of the instance is
the data extent .

If an instance does contain an instance/drawing
rectangle, then only the area inside the rectangle
is "grab-able", not the whole extent.

We use this feature to make the A-size sheet
frame, for example, selectable only within the title
block at the lower right. This way it doesn't
"interfere" with schematic data selection at all
but the block is selectable still, if you click on
the most prominent feature.

It's also very handy for IC layout, when one block
may nest in a notch of the other, making selection
tricky; I just put the instance box under the
text I label the block with, giving each block a
neat little "hook" that's easy to find. But layout's
(unfortunately) not relevant to geda (yet?).
