OK! I found the GNU gettext docs and I will study this now. But, do you think right to use gettext to user-guide? Why?
I think to use gettext to the progrmas source code. I wasn't know that gettext handles docs.
Well, I will to study GNU gettext and I hope to contribute with this to the source if I can.

About pt or pt_BR yes, you're right I will to change the doc name to blablabla.pt_BR, is this?
