It was Ales Hvezda who built the gEDA-gaf Win32/Cygwin binaries.

I don't think Ales has compiled the 20020209 version for Win32/Cygwin.  I think 
he is instead working on using mingw instead of Cygwin in the Win32 port of 
gEDA.  A Win32/mingw port will act a bit more like a native Windows 
application, create fewer installation problems, and should run a bit faster.
