I get this ugly feeling that I got it wrong. I followed the standard
that was not complete and filled in the blanks incorrectly. I suppose
I can ask Stu, but if other simulators (XL, Modelsim, etc.) keep the
cbValueChange, then I guess I'm convinced.

I'm just surprised that no one has noticed this before. My implemen-
tation of $monitor has been there for years.
