For me it looks like a HTML version of an earlier version of the IEEE 1364 standard.
I don't know how the owner of this website has obtained the right to publish this information.
Having access to the 'real' documents I can clearly say the format description at the above link
is as ugly as the original :-), which I unfortunately am not permitted to share :-(.

P.S. I have created multiple times VCD dumping facilities, when someone needs help in doing
so, let me know. Unfortunately I am not permitted to share the code on its own... Or, if you
show me where to link it into SAVANT I might be able to help you here.
