Works for me under Linux/alpha.

The lxt form is a binary format, so check that there are no text
file transformations going on by cygwin. I think there are some
mount flags to control that.

I wonder also if there may be a problem with the atexit function,
which the lxt dumper uses to close the file. If something is amiss
here, you might see these sorts of difficulties.
