gEDA: New fpga_tests components of ivtest

I've added to the ivtest project on sourceforge the new fpga_test
directory. This includes a shell script and a few initial regression
tests of fpga synthesis. This test rig is biased towards Xilinx,
since it requires the programs ngdbuild, ngd2ver and the simprims
primitives. These should be available as part of WebPACK.

This is the very start of a robust regression test suite for Xilinx
synthesis. Finally! This test suite marks the beginning of proper
and reliable support for Xilinx FPGA devices. There is still a lot
of code generator work to do, but now I have a measure of progress.

The ivtest project is only available via CVS from sourceforge.
Follow the Sourceforge.net documentation for how to make that work.
If you already access the ivtest project, then you will need to
"update -d" to get the new fpga_test directory.
