I think there are some situations you do not want the attributes to be
promoted automaticaly. But you want to be able to promote them
manually.
One case I have in my mind is the symversion attribute. After you have
checked your circuit, you want to press a button that promotes that
attribute.
Someone mentioned a separate attribute dialog in the geda-user list.
It may look like this:

already promoted attributes:
refdes= [textfield containing "U?] [deletebutton]
.....
.....
availlable attributes inside the symbol:
symversion= [textfield containing "1.0"] [promotebutton]
.....
....
possible other attributes:
value= [] [promotebutton]
model= [] [promotebutton]

Well I haven't played with GTK yet, but maybe I'll try that soon.
