Having dvipdfm installed but not latex is strange.  They both 
come in the same source package.  (tetex).  If your distro has 
one without the other, it means either you have a very old 
version, or the packager (for your distro) has messed something 
up, perhaps trying to outsmart the original authors.


By the way ....  The reason gnucap uses hevea instead of 
latex2html is licensing.  It could change again if there are 
subtle changes to the license.
