No.

You can force rpm to ignore the dependencies, thus install without 
checking the dependencies.
In your case, I guess, its only a small error in the rpm spec file.

The pcb-gtk rpm has to tell, that it provides pcb.

Write a small mail to the package maintainer. He can surely fix it.
