I got much further by:
make maint, make reconfig make install

which is close to:
Please try (in geda/gaf):
   - make gschem_reconfig
   - set your prefix in Makefile
   - make install

then get this error stop:

make[2]: Leaving directory `/moredata/src-geda-others-cvs/geda/gaf/gschem/m4'
Making install in po

/bin/sh @MKINSTALLDIRS@ /opt/geda/share
@MKINSTALLDIRS@: @MKINSTALLDIRS@: No such file or directory
make[2]: *** [install-data-yes] Error 127

I also tried:
make distclean
make maint

make gschem_reconfig
make reconfig
make install

and same error stop as above
