	Yes, I highly recommend that people write the ChangeLong entries
before they commit the change (for obvious reasons) and I would not
object if people started using that entry as the commit message as well.
Updating NEWS might be a good idea too.  I wonder if I could figure
out a way to post proccess all the past release notes and update/create
the appropriate NEWS file so that people are somewhat aware of what has
changed.  That would be nice.
