The problem here is that you need to disable that in the system-wide
gschemrc file. In your local gschemrc you can only change which title
block is placed but can't disable it.
I don't like changing the system-gschemrc file because it gets
overwritten each time I upgrade gschem. It's also a problem when
multiple users are using gschem on one machine.
I think would be best to move this configuration to user's gschemrc.
