There are some issues with this MinGW build of PCB:

* When running pcb.exe, it complains it can't find libpng13.dll. I
renamed the provided libpng-3.dll to libpng13.dll

* Then there are libz.dll and zlib1.dll that are missing. I borrowed
them from a zlib1.dll I found on my system.

* As pcb starts, it complains it can't open the ListLibraryContents.sh
file. I ignored it, pressing the Cancel button.

* If I simply type 'pcb' in a command prompt window, it can't find the
fonts and libraries.

* I could open the example files (LED and LED2) and place new components
from the library, which is good.

* However, all the square pins/pads are missing. Only the holes remain.
They do appear on the Postscript export, however.

* The issues above are not present on a pure Cygwin build.

Regards,
Cesar
