doh!  I just looked and realized I _had_ already implemented this....

The only thing I had not done was test it out and create a regression test.

So, any volunteers?

In pcb, ":Renumber()", then use the pcb_backannotate script.  Try 
"pcb_backannotate --help" to get you going.
